Higher difficulties improve aggression and uptime that you'll be trying to disengage, dodge, parry, block, or activate a heat move in time of incoming attacks to enter the offensive cutscene. Generally, when fighting 20 or so guys, only 3-6 come into play at once except for some larger foes that will sometimes come reeling into the fray. Tougher fights can end up having all enemies involved right from the get go without any time spent pumping themselves up or watching encounters, but early on massive 20+ people brawls are pretty easy and random encounters tend to stay easy throughout. Main fights will involve random encounters, early dozens at a time fights, later long battles of dozens at once, and bosses. From what I know this game uses a slightly updated version of the same system Yakuza 0 and Kiwami used. I hope it won't look like that in the final game and it's just some braindead difficulty setting causing it or maybe AI isn't finished yet, because I think it has potential. He is beating the shit out of one guy while rest of them just stands idle next to him and watch. And what enemies are doing? Look at 0:22 for example. It clearly shows that hyper armor and air combos are present in the game, he also utilizes some aerial attack that hits an area under him, so it's not like he doesn't have tools to deal with groups. Tbh I watched like 2 episodes of Fist of the North Star, so I'm not sure about how strong Kenshiro actually is and if he is capable of taking on 20+ enemies, but I'm sure it could look better than what is shown in the trailer. You can easily throw dozens of strong enemies at guys like Kratos or Dante who have mobility, AoE attacks and other stuff that helps them to deal with those situations.
